Abstract: In order to further promote the rural revitalization strategy, strengthen the construction of ecological civilization, and fully implement the 'Beijing Master Plan (2016-2035) ', Beijing has established a 'three-tier and three-tier' territorial spatial planning system in accordance with the requirements of building a comprehensive spatial control system, the township land spatial planning is an important part, which plays an important role in conducting and implementing zoning planning, coordinating and optimizing village planning, undertaking and ensuring special planning. Guided by the development of the capital and combined with the basic situation of rural areas in Beijing, this article proposes the control and guidance strategies of township land planning and village planning for rural areas in Beijing, explores the establishment of a rural planning management system covering the whole process of planning preparation, approval, implementation, supervision and management, and promotes the coordinated development of urban and rural areas in the capital with the overall planning of townships.
